Bump to the 0.14.2 release. While at it: - allow split dev-python/twisted (since the new release fixes compatibility with the new release), - remove meaningless test removal (the test suite recognizes appropriate tests as TODO), - add missing test dependencies to ensure consistent and complete testing.
