Fast array and numerical python library

Official package sites : https://www.numpy.org ·

NumPy is a general-purpose array-processing Python package designed to efficiently manipulate large multi-dimensional arrays of arbitrary records without sacrificing too much speed for small multi-dimensional arrays. There are also basic facilities for discrete fourier transform, basic linear algebra and random number generation. It is the successor of Numeric and numarray.

dev-python/numpy-1.15.4: arm64 stable (bug #627952)
Unlike the stable target of 1.14.5 for others, this version passes tests on arm64. As our stable trees usage of numpy is very limited, we can risk jumping the gun here, under the assumption that it works better for us, due to no test failures. proj/gentoo: Initial commit
This commit represents a new era for Gentoo: Storing the gentoo-x86 tree in Git, as converted from CVS. This commit is the start of the NEW history. Any historical data is intended to be grafted onto this point. Creation process: 1. Take final CVS checkout snapshot 2. Remove ALL ChangeLog* files 3. Transform all Manifests to thin 4. Remove empty Manifests 5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$ 5.1. Do not touch files with -kb/-ko keyword flags. Signed-off-by: Robin H.
