Removed the PHP USE flag and force-disabled PHP support. Also removed epatch lines for ncpfs-2.2.5-php.patch and ncpfs-2.2.6-zend_function_entry.patch. See Bug #582516. Package-Manager: Portage-2.3.31, Repoman-2.3.9

Any historical data is intended to be grafted onto this point. Creation process: 1. Take final CVS checkout snapshot 2. Remove ALL ChangeLog* files 3. Transform all Manifests to thin 4.
