DIP (Decomposition for Integer Programming) is an open-source extensible software framework for implementing decomposition-based bounding algorithms for use in solving large-scale discrete optimization problems. The framework provides a simple API for experimenting with various decomposition-based algorithms, such as Dantzig-Wolfe decomposition, Lagrangian relaxation, and various cutting plane methods.

sci-libs/coinor-dip: prevent python-2.7 automagic
When python-2.7 is installed it attempts to build dippy which fails with slibtool due a typo that GNU libtool ignored. Rather than fix, since it installs some unsupported 2.7 site-packages, block it and revbump to clear these. sci-libs/coinor-dip: add missing >=symphony-5.6 dep
Revbumped because it's possible to build without it (automagic with no option). Unlikely to be a wanted configuration so simply depend on it. The result was achieved via the following pipeline: pkgcheck scan -c RestrictTestCheck -R FormatReporter \ --format '{category}/{package}/{package}-{version}.ebuild' | xargs -n32 grep -L RESTRICT | xargs -n32 sed -i -e '/^IUSE=.*test/aRESTRICT="!test? ( test )"' The resulting metadata was compared before and after the change. Few Go ebuilds had to be fixed manually due to implicit RESTRICT=strip added by the eclass. Two ebuilds have to be fixed because of multiline IUSE. Suggested-by: Robin H.
